I have a panel with a 3 phase 480VAC VFD, 3HP (5.2 Amps) Power Controller, and a 22.5 Amps SCR. I have 2 questions: What reason is there to have a circuit breaker rated for 15A when the drive is only at 5.2A?

If the circuit breaker is located in your power distribution panel, it is only meant to protect the wire between the panel and the drive (should be at least #14 gauge for a 15 amp circuit). You need local branch protection. If you have a user manual for this 5.2 amp drive, it should list recommended fuse sizes and type for protecting the drive itself. OK?
